Shiv Kumar, CDP Officer of Bijnore Handloom Cluster, where he threw light on Initiatives of Federal government by saying that, The IHCDP is being applied in 20 handloom clusters across the country. This was accompanied by SWOT analysis predicated on which action plans are ready for each cluster. The government provides allocated rupees two crore for each cluster. The implementing agency gets the action plan approved by the APEX committee and the funds are sanctioned accordingly. That is a four year task and every year a fresh action plan is prepared and implemented. The important components of the action plan are Marketing, Design development, and training, Technology up gradation, Infrastructure development and strengthening of association."
Features of the cluster
The handloom industry provides immediate and indirect employment opportunity to approx.15000 workers. Around 99% weavers of the region are Ansari Muslim. Earning per loom/household is approximate `1500 monthly. The average weavers' family size per household is 7 persons. Kids between generation 12 to 15 are also attempting to help the family. Literacy among the weavers can be 38%. Females also take part in working the handlooms. The turnover of the cluster is usually approximately `16 crore.
Bijnore is famous for mulmul and duster fabric. The mulmul was an extremely cheap quality product at first, and had been purchased in bulk by investors for making bandage cloth. With novelty in thoughts and tries of the designer the same mulmul looms are now producing scarves in stripe designs. There is a great demand for these scarves since they are cheap and at the same time attractive.
Hand prevent printing has been introduced in the cluster as a value addition bustle. Already two training programs have been conducted till at this point which hopes to provide an excellent response in the cluster. People with a slightest of creativity and an inadequate investment can simply start commercial hand prevent printing. There exists a very good demand for women dress materials and bed spreads with hands block printing especially the ones printed with releasing techniques.
Five wheel take up motion has been installed in 20 handlooms at Bijnor handloom cluster. By installing five wheel consider up motion all of the defects can be avoided and the time lost in the tiresome and slow operations can be saved. It has offered better quality handloom fabric along with an elevated production by 25 to 30%. Shirting fabrics of 2/40s x 20s quality are usually produced in these kinds of looms. A weaver can produce 12 mtrs of fabric each day in a handloom without five wheel consider up movement. Where as the same weaver can generate 15 to 16mtrs of fabric in the same loom with five tires take up motion. Mr. Kumar declares on the Intervention Scheme that," The scheme has initiated the development of new designs and items by Designer, new marketplace linkages, exposure to domestic and export markets, skill up gradation, enhancement of wages, good manufacturing practices and improvement in quality, etc.
